Where Joel
Stands
Joel Sierra is running for Mayor of Middletown to bring real change, not just promises. As a father, firefighter, and lifelong resident of this city, Joel understands what families are going through and what our city deserves. His leadership will restore transparency, fairness, and opportunity for every block, every neighborhood, every resident.
1.
Term Limits For Mayors
Joel believes in public service, not lifelong political careers. He will introduce legislation to implement term limits for the Office of Mayor, ensuring fresh ideas, accountability, and citizen-driven leadership.
2.
Citywide Infrastructure – No More Neglected Neighborhoods
It’s time to stop pouring all the money into “select” areas. Joel will modernize infrastructure across every neighborhood—not just the “nice” ones.
Equity-Based Capital Plan: Infrastructure investment where it’s needed most; roads, sidewalks, lighting, and clean water access.
Parks & Public Spaces: Upgrade parks, community centers, and public spaces citywide not just downtown.
Community-Led Planning: Residents will help determine where funds go.
3.
Fairness in City Contracts – Equal Opportunity on Property Bids
Under Joel’s leadership, Middletown will put an end to the “friends and family” pipeline.
Equal Access: Transparent bidding processes for city-owned property and development projects.
Local Preference: Prioritize qualified local businesses and MWBE (Minority/Women-Owned Business Enterprises).
Audit & Oversight: An independent review board to prevent corruption and favoritism.
4.
Youth Empowerment – Investing in the Next Generation
Our youth are not a problem, they’re the solution. Joel will launch bold programs to support, mentor, and empower the young people of Middletown.
Citywide Youth Council: Give youth a seat at the table and a voice in decision-making
After-School & Summer Initiatives: Expand access to sports, arts, trades, and tech programs
Youth Employment & Training: Partner with local businesses to create internships and job-readiness pipelines
5.
Affordable Housing & Property Tax Relief
Joel will ensure housing remains a right, not a luxury.
Incentives for Affordable Housing: Partner with developers to build affordable units without gentrifying neighborhoods.
Property Tax Transparency: Clear, simple tax explanations and protections for seniors and longtime residents.
Tenant Protections: Work with the council to implement local ordinances protecting renters from illegal eviction and price gouging.
6.
Public Safety WITH Community Trust
Middletown deserves to be safe and united.
Community Policing: Strengthen relationships between officers and neighborhoods.
Mental Health Crisis Response Units: Trained teams to assist in non-violent mental health emergencies.
Violence Intervention Programs: Support initiatives that address root causes of crime, not just symptoms.
7.
Sustainability & Clean City Commitment
Joel is committed to a cleaner, greener Middletown because future generations are counting on us.
Green Infrastructure: Invest in stormwater management, tree planting, and clean energy upgrades.
City Clean-Up Corps: Empower residents through paid clean-up initiatives, especially in neglected areas.
Public Transit Improvements: Expand access to public transportation, especially for seniors and working families.
8.
Real Representation – A Mayor Who Works for YOU
Joel will be a mayor who shows up. Who listens. Who acts.
Monthly Town Halls: Open forums in every ward.
Participatory Budgeting: Let the people help decide how city money is spent.
Bilingual Government Services: Full Spanish/English accessibility for all residents.
This Is Our Moment.
This Is Our Moment.
Joel Sierra is running to bring the power back to the people. No more backroom deals. No more forgotten neighborhoods. No more “business as usual.” Just a better, fairer, stronger Middletown for all of us.
Let’s take back our city. Together.
